Hugo Paemen
Former EU Ambassador to the United States



Hugo Paemen is Senior Advisor for Hogan and Hartson L.L.P., the German Marshall Fund — and Special Advisor to the President of the European Commission.

From 1995 to 1999, Hugo Paemen served as Head of the Delegation of the European Commission in the United States.

From 1987 to 1995 he worked as Deputy Director General for External Relations for the EC and successfully lead the European negotiation team at the WTO-Uruguay Round.

From 1985 to 1986, Ambassador Paemen was the spokesman for European Commission President Jacques Delors.

In 1978 he served as Chief of Staff for Vice-President Viscount Davignon of the European Commission.

Ambassador Paemen has also written several books, including From the GATT to the WTO: The European Community in the Uruguay Round, "Trade and Competition in the Transatlantic Area;" "The European Union and the World Trade Organization;" and "The European Union in International Affairs: Recent Developments."
