Ted Galen Carpenter

Ted Galen Carpenter is vice president for defense and foreign policy studies at the Cato Institute in Washington, D.C.

Mr. Carpenter is the author or editor of 15 books, including “Peace and Freedom: Foreign Policy for a Constitutional Republic” (2002) and “The Captive Press: Foreign Policy Crises and the First Amendment” (1995).

Mr. Carpenter received his B.A. and M.A. in U.S. history from the University of Wisconsin-Milwaukee — and holds a Ph.D. in U.S. diplomatic history from the University of Texas.

He is a member of the Council on Foreign Relations and the editorial boards of Mediterranean Quarterly and the Journal of Strategic Studies.

He is also the author of more than 250 articles on international affairs.

Mr. Carpenter is a frequent guest on radio and television programs in North America, Europe, East Asia, Latin America and other regions.
